AMMA is America’s only organization representing the nation’s domestic makers of PPE and medical supplies. These supplies are essential for rapid response, public safety, and healthcare during any pandemic or crisis.
Since its inception in 2006, PAHPA has been a cornerstone of U.S. health security. It established resources like the Strategic National Stockpile (SNS) and the Biomedical Advanced Research and Development Authority (BARDA) to safeguard our nation against pandemics and disasters. During COVID-19, the SNS distributed over 300 million units of personal protective equipment (PPE) and other supplies—goods that, thanks to PAHPA’s support for American manufacturing, were produced here at home.
The Assistant Secretary for Preparedness and Response (ASPR) is also funded through this renewal. ASPR’s mission is to anticipate, prepare for, and respond to the unpredictable. ASPR funds were deployed to increase domestic PPE manufacturing. As Congress considers reauthorization, it is crucial to ensure robust funding for ASPR, enabling it to maintain its forward-looking approach and fund the nation’s preparedness for the challenges of tomorrow.
American investment through BARDA has already leveraged $11 billion to expand U.S. production of critical medical supplies. These investments have created jobs, fortified supply lines, and strengthened our economy. Yet there is more work to be done. With the strong support of Congress, the incoming Administration can strengthen America’s resilience by enacting targeted tariffs that support domestic industries and reduce our reliance on imports. This approach strengthens our economy, secures vital goods, and ensures that we won’t be waiting on foreign shipments that may never arrive when a crisis hits.
Reauthorizing PAHPA means reinforcing these life-saving programs and building a domestic supply chain we can rely on, not just in a pandemic but through any global upheaval.
